The problems come from the bug of the old version of gnuplot. The Octave-3.8.1 (MinGW) [1] now ships gnuplot-4.6.5. The line width changes as expected on Octave-3.6.1. However this binary does not ships pre-build octave-forge packages. Some selected packages can be installed executing the script "build_packages.m" in C:\octave\Octave-3.8.1\src. Another option is install newer version of gnuplot on the gnuplot site [2] and specify gnuplot.exe using gnuplot_binary() on octave.
