This might be good enough for what you want:
rlog -L *.c
or
rlog -L RCS/*,v

It shouldn't be too hard to write a script based on this.

Hello,

I'm transitioning from SGI to Sun and have hit a small
snag with RCS.  The SGI systems have a program called
"check" that will report if any source code is still
checked out and locked by any users.  This program is
apparently not part of the normal RCS distribution.
My programmers have used this program in a number of
scripts so finding it for Sun Solaris 7 will be easier
than re-inventing it.  An ident results in:

$Header: IRIX 6.5:1274627333 built 04/29/98 at
zebub:/xlv55/kudzu-apr12/root $

If anyone knows where the source or Sun binary is
please let me know at address@hidden
