RCS for Win2000

Hi, I'd like to use RCS in my Win2000 machine. I downloaded the binaries
and pointed my path variable to the win32 binaries. However, when I try to
check in a file that is in the current directory it gives the following
complaint:
>ci <filename>
ci: RCS/<filename>: No such file or directory
Seems like it's always looking for the file in RCS. How do I resolve this?
Also, is it still necessary to set TZ if I'm only working locally? Thanks
