You need to configure with either of these:
* --libdir='${prefix}/lib64'
* --with-tcl=/usr/lib64 --with-tk=/usr/lib64.
The former makes autodetection work right; the latter overrides it.
I suggest --libdir because it fixes another problem: without it, you'd
be mixing 32- and 64-bit libraries on your machine when you do "make
install".
This should probably be fixed in Autoconf.
