You are completely right -- it is a bug that @'address@hidden doesn't
work in the HTML output, and it is another bug that a real 8-bit i' does
not work correctly with TeX.  Unfortunately neither of these are easy to
fix, and I won't be able to do so soon :(.  Sorry.

The workaround of trying to get TeX to treat @'i the same as
@'@dotless{i} would also be hard.  Also, I'm not sure it's entirely
desirable, as in books on typesetting or formatting, you would actually
want to be able to show any combination.

For now, probably the best solution is to run a script to fix up either
the tex output or the html output (or just live with it).  Probably
hacking the html output would be easier.

Perhaps someone else on the list has a better suggestion.
