AFAICS, the Texinfo manual does not say exactly what
can be the value of @documentencoding.
That's because I didn't know what the right values might be. However,
so far we're supporting ISO-8859-1 and ISO-8859-2. There are symbols by
that name in the Emacs I'm running now, 21.3, so that seems ok?
If there are better ones to use, makeinfo can always translate them.
