There was never a good scheme for getting the manuals updated. The
current theory is for maintainers to do this (under /software/PACKAGE),
although of course it's impossible right now due to savannah lossage.

for cross-referenced manuals: it assumes all manuals lie
in the same directory.
Cross-references to external manuals is a hard problem, for many
reasons. Patrice Dumas and I have exchanged a lot of email about this,
and have various plans for a solution, but nothing is going to be
implemented instantaneously, or even (most likely) for the next release.
