Yes. I think its possible, but you need some kind of authoring tool to
set things up.
I dont know an authoring tool, maybe I-Author ( but i dont use it ...)

Maybe the simplest way is trying to make a mpeg Streams with still
Pictures and create a SVCD with VBR. Then the stream should be small
enough, cause on still pictures VBR gives good results ...

BTW: Yamakawa DVD Player supports ISO Data CDs burned with JPGs and MP3
Files. The JPG is shown when MP3 Files play ... do you own one ?
