[VCDImager] <sequence-items> required ?

I'm trying to author a "photo album" VCD which contains nothing but stills. 
If I don't include a <sequence-items> entry or put in an empty set I get xml 
errors.  To get around the problem I'm adding a dummy sequence-item and 
everything works, but I'm wondering if this is a bug or an actual 
requirement for a conforming VCD.
