[VCDImager] please fix this mpeg file?

I have a known valid mpeg file ripped from a vcd by a friend. Any time I
try to run it through vcdimager I get this error:

I tried vcdpad on the file (which usually fixes my problems) and get these

This says I should fix this file. How would I do that? Thanks.
