I wrap my VCDs into DVD using these steps:

1. demultiplex your mpeg files to m1v/mp2
2. rename/move m1v to m2v and mp2 to mpa
3. multiplex with tcmplex using -m d

You can now author the output files. I've used ifogen/tocgen and dvdauthor
and they both work. I haven't tried SVCDs.
