You don't need a language pack. All supported languages come with the
original Heroes package, and this includes German. All you need to do is
set the locale properly.

One way to do that is to set the LC_ALL environment variable to de_DE
(in your case). So, run heroes with "LC_ALL=de_DE heroes" instead of
simply "heroes". There might be other ways to do that but this one
should work, at least under Linux and similar systems. If you use Heroes
under Windows, I don't know if the same applies.
