[Hostpkg-dev] cross-repository inheritance done

I implemented cross-repository inheritance, and prepared the way for
multiple inheritance (as well as for non-cvs repositories), by
deprecating the use of Parent / ParentTag, and replacing it with a new
Parents field.

The provided configurations make use of the new syntax, although they
don't use the cross-repository feature, which is not needed here.

Next stage: multiple inheritance.
