The employer is currently in the process of procurement on numerous packages within the rail sector.
I usually have singletrack on my way to work so I would rather have my storage on my back than my bike. Remember that everybody's bike is different.
Most of the newer ones allow the cross strap to be switched so you can carry the bag on your right or left shoulder. This lock is fairly heavy so I would recommend leaving it locked to the rack. If you plan on mountain biking with the pump I would make sure you find one that can fit in your camel back or pocket. It has the majority of necessary tools and it's on sale.
The more tire pressure you have the less prone you are to pinch flats. Most of us experienced cyclists have had to deal with rusted cleat bolts that stripped out on us.
Here is the bag that I use.
Make sure you don't go too far over the maximum pressure on the tire though. Just make sure you have it tied together with a tube or it could jump out on a rough ride.
I like this particular manual because it covers both road and mountain bikes.
Otherwise the frame mount ones will get ruined from the mud and water splashing up. I have several sections of singletrack on my way to work and would prefer to have my stuff on my back instead of on the bike.
A bike mechanic is an invaluable resource and can really help out with the tough stuff like truing wheels, packing bearings, rebuilding suspension, etc.

Any fuller and the bag won't stay as snug to your back and you should consider the large.
You might be on a mountain bike that has disc brakes, you probably will want a tool with a torx wrench.
It even has a mount for yet another red blinking light.
Your first choice is a bolt-on rack that can hold more weight yet is a more permanent solution.
If your ride to work or class is short enough that you can wear normal street clothes, messenger bags might not be a good choice due to the sweaty back issue. I ride my mountain bike because I like its comfort and flexibility on terrain. These bags are very durable and worth every penny.
