gettext: adding a tarball to inputs

Hello,

When bootstrapping, gettext-master needs a tarball from alpha.gnu.org:

  http://alpha.gnu.org/gnu/gettext/archive.dir-latest.tar.xz

However, on Hydra, network access seems to be restricted during
autoconfPhase.  Previously, we created an empty tarball to work this
around, but it doesn't produce a usable binary distribution.

Is it possible to download the tarball as "input" at:
http://hydra.nixos.org/jobset/gnu/gettext-master#tabs-configuration

If so, may I request to set it up?
