It is not a program, so there is no executable. It exists in the form of
1) a C library, that mean that you need to write programs in C to use it.
2) an R package, that means that you need to run GNU R to use it.
(www.r-project.org, they have a windows executable)
3) a Python extension module, you need to run Python and write
Python commands/programs to use it. Python has installers for
windows i think. (www.python.org)
