Actually the authors have their own implementation at http:// 
cfinder.org -- the current stable version does not yet include the  
weighted algorithm, but the testing version (CFinder 2.0b4) does.  
Unfortunately it's not in igraph yet.

If you are happy with weighted nonoverlapping community detection  
algorithms, you may also try spinglass.community and walktrap.community.

Finally, this one is another algorithm that may be extended towards  
weighted networks:
