This means that the problem has likely nothing to do with igraph. (You can try loading the tcltk package without loading igraph, to be completely sure.)

Maybe you could try posting this to the OSX R mailing list.

You are right that I don't need to start XQuarts in order to get graphics, but when I plot the window is a Quarts device.

Yes, it is a Quartz device, but this has nothing to do with the XQuartz server, quite confusingly.
