CVS & binary files

I was reading your CVS book on-line, and have run into a problem with my 
own local implementation.  Binary files.

What I really want to do, I think, is tell CVS to never, ever do 
line-ending translations, and never to keyword expansions in the files.  Is 
editing the cvswrappers file on the server, and the .cvswrappers file in 
some magic home directory (where is that?) enough to give me this 
functionality?  And is there any reason _not_ to do this?
