You misunderstand -- within an administrative file (like taginfo)
$CVSROOT is interpreted *by CVS* as a CVS *internal* variable that
contains just the absolute path to the current repository. It is *not*
interpreted as an environment variable (which probably wouldn't even be
set for the server if you were running client/server).
