Thanks.
That was it alright.
I guess I really didn't realize what I was doing when I set up
that LockDir directive.
I found the #cvs.* files/dirs in /usr/ov/cvs/lock-master which
I had set up as the "LockDir".
I deleted them, and everything is humming along now.
