Export really wants to create the top-level directory. Try this
variant of your second case:
cd /local
rm -r dir
cvs -d remotehost:/repo_dir export -d dir some_module/sub/tree

With sufficient thrust, pigs fly just fine. However, this is not
necessarily a good idea.
