There's a pvcs2rcs.pl file in the contrib directory of the source distribution:

Or *.in, I guess. It's supposed to be Perl, but the build is supposed to
replace
the #! line with a proper path to Perl for your particular system, I think.
Anyway, it might be adaptable to other SCM systems. I believe Laine Stump has a
VSS2CVS script floating about out there too. You might try searching the
mailing
list archives for it.
Anyhow, if you make any changes to either of those to work with DevMan, please
contribute them back so others can use them!
