import error

 I cannot get the faq-o-matic link to work, I am getting this error and
cannot find it in the docs...

cvs import -m "" $CVSROOT/test a b
cvs [import aborted]: directory /home/cvs//test not relative within the
repository

I have CVSROOT set to /home/cvs
and have created a directory called test in the directory /home/cvs, this
is the cvs user account...  what am I doing wrong here?

Can you not import in the CVSROOT?
