Without examining the code or the facts here I'm going to speculate that
there may be a good reason not to update the administrative files if
something goes wrong in the commit process. That doesn't seem to be
what you described, of course, but could be a good reason to not update
the live administrative files after a commit (attempt) to CVSROOT.

I'm not so sure it can't be reproduced either! :-)
I think you should take a copy of the latest release and try reproducing
what you saw just to be sure that if it's a bug then it has been fixed.
