No. There are lots of really good reasons to keep the CVS file storage
format compatible with RCS.

What you need to understand is that in RCS, "release-1.2" is a perfectly
valid revision spec that means revision number 2 on the branch with the
symbolic name release-1. Although CVS has never implemented such
revision specs, it honors the RCS restriction to avoid creating files
that aren't accessible with RCS, and that's a good thing.
