I don't believe that CVS supports such a thing.
Nothing would stop you, however, from writing a wrapper
script to do this.
Also, you can use taginfo/commitinfo scripts to control
user access to tags and such.
However, savvy users will probably discover ways around
these restrictions. You will have to run a pretty controlled
user environment.
Not to say that this isn't possible, but I think this
is more of a UNIX security question than a CVS question.
CVS thankfully obeys the "one tool, one job" philosophy
( for the most part ) of UNIX, so this can be a pretty
straightforward task.
