rcsinfo question

I am attempting to use rcsinfo to display a small custom commit log template.

 

I have a test project in cvs I am working on so the rcsinfo file looks like this:

 

 

test_project /home/cvsuser/repo/CVSROOT/checkintemplate

 

 

 

I then attempt a commit to "test_project".

Despite the fact that /home/cvsuser/repo/CVSROOT/checkintemplate exists on the server, the client continues to display the default template in the editor of your choice..  (in my case, vi)...

 

 

I have not found any info on the net or in manuals that refer to problems with this or steps I might have to take to get it to work. Am I missing something here?    Does anyone have any idea??
