Modifying a repository

How can I import (or copy) a formerly standalone repository as a module
into a new one?
For example:
~repo/EX1/CVSROOT
               /mod1
               /mod2
               /etc 
should become to
~repo/MASTER/CVSROOT
                       /EX1/mod1
                              /mod2
                              /etc
All histories of old EX1-actions should be imported to the new repository,
too.
