This probably should have been an ordinary tag (without -b). If you
really used -b, you should be able to convert it to a normal revision
tag with:
cvs tag -BF jacquard-1-10-stable-root
> -[simon]-> cvs tag -b jacquard-1-10-stable-branch

The one step you left out is to switch your working directory to the
newly-created branch:
cvs up -rjacquard-1-10-stable-branch
Once you've done that, your commit will succeed.
