Check to see if cvs2cl.py came with your version of WinCVS.IIRC there is a way to call it from inside of WinCVS but as I don't work on windows I don't know how it is done.
FYI, WinCVS (on windows) uses CVSNT as it's version of CVS, and you may get better answers on one of their mailing lists.
