Most
of these are "pay" versions (ie: not GPL) because the developer needs
to sign a license agreement with MS in order to develop it.
Also
since it's windows then most people use CVSNT (free/GPL on
Windows/Linux/Unix/Mac).

next version of CVS Suite (currently in beta) written by the same people that
write CVSNT includes an SCCI plugin.
