cvs import ignore

hi,

i am trying to importing a project and the data/ and
tmp/ directories are ignored. 

i have checked the doc and data/ and tmp/ are not
listed as one of the ignore items..

there is no cvsignore or .cvsignore defined in my
project dir and within the repo. neither the
$CVSIGNORE is set.

what is ignoring the directories?
