Sorry if this starts a new thread, I deleted Larry Jones' response too
quickly.

Mark Bateman wrote to me (the list is rejecting his messages) with an
answer:
"When you right click on a Tortoise controlled folder you should see the
context-sensitive menu come up. If you select "Preferences" and then go
to the "Policy" tab, the first checkbox should be "Empty folders"
Checking this box should pass the -P option for you."
And it does!
