Have you seen the sccs2rcs script in the contrib directory?
one of it's "Things to note"
"+ Date, time, author, comments, branches, are all preserved."
You will need SCCS and rcs on the same machine to run the script.

Once you have RCS files they can then be organized into a CVS directory tree.
