mailutils-3.1.1 released [stable]

Version 3.1.1 of GNU mailutils is available.  This is a maintenance release
fixing several bugs that were encountered in the recent stable version 3.1.
See the end of this message for a list of fixes.

* Restore the header file argcv.h
* Fix "pick --component NAME" functionality
* Fix tag generation in imap client library
* Tolerate empty email addresses in sieve
