Confirmed! I use Gentoo also.
At last I got the solution like this way:
When this error message occurs, go to
/var/tmp/portage/gnus-cvs-5.11/work/gnus/, edit .configure, comment
last two lines ( m4if(...) ), then
./configure
make
make install
But obviously it's just a temporaty solution.
