as far as I understand now this is not related to the jail at all. If I
understand correctly you have a Apache webroot where display errors
works, and Apache user directories where they don't work. Apache can be
configured completely different for user directories and the webroot.
For example the default Apache configuration ignores many .htaccess
settings in user directories.

No, if I understand everything correctly your question is totally Apache
related, and is not related to Jailkit. You should check the Apache
documentation and your Apache configuration.
