I did answer this? perhaps it ended up in your spam folder?

the answer:

jk_init does not look at libraries for binaries that exist already. So 
after the yum-upgrade the sftp-server did exist already, and libraries 
were not checked.

Delete sftp-server from the jail and re-run jk_init and that will work.

use jk_cp with --force
