Users can navigate below their home directory, but they cannot navigate outside their jail.
An option is to give each user a separate jail (use the hardlink option in jk_init so the jail will hardly use any space).
You can also put users in the same jail, and use the permissions on their home directory such that they cannot navigate in other home directories.
But users will always be able to navigate in the system directories within their jail.
