I've completed a fresh install of 2.0.0.pre2 and the symptom/problem is the 
same as originally reported so I am re-opening this bug report.

New information:  I tested the same process using a linux/mozilla client 
instead of a Win XP/IE6 client and this problem disappears.  Does that suggest 
some sort of Javascript or HTML sensitivity?

Another user is reporting similar problems on the user's mailing list.
