I think the opacheader system preference helps solve this problem. The library
name sys pref should contain plain text only. The opacheader system pref can be
used to contain any HTML markup that libraries want to include on their page.
The question remains: how to handle invalid input in general. What other times
are there in Koha use where entry of HTML is unwanted? You can put HTML into
borrower notes (circulation and opac notes), and have it render in the browser.
Is that desirable?
