In both default and npl templates, clicking on 'order' after finding a
supplier, loads data from an existing basket instead of creating a new basket.
This happens regardless if all baskets for that supplier are closed or if some
are open. To reproduce this bug perform the following steps:

1. Find a supplier
2. Click on 'order'
3. Look at the page and see which existing basket it pulled up

I'm marking this as a blocker as it breaks acquisitions. Also, assigning to
paul since he's been working on acquisitions lately (IIRC).
