now systempref MinPasswordLength sets how long passwords have to be, and if
pref doesn't exist, defaults to 5. Templates updated:
/opac-tmpl/css/en/opac-passwd.tmpl (orphaned? can't seem to find a link to it.)
/intranet-tmpl/default/en/members/member-password.tmpl

Both tell the user the length of the required password.
