zebra query fails on authority search if authtypecode==''.
Formerly the default framework for authorities 
had a NULL authtypecode.  This is no longer allowed due to FK constraints
on database.
So we must either test for authtype=='' in authorities-home.pl and fix the
query,
or get rid of authtypecode ==''.  
not sure which is best option.
