When changing a user's password through the OPAC (/koha/opac-passwd.pl) and one
of the new password fields is left blank an error message is not generated
indicating that the new passwords do not match.  The page just reloads with the
input fields cleared.  Altough trivial it's important that feedback be provided
to the user is situations like this.

When both the current password is incorrect AND the new password fields do not
match, both a login error and a new passwords do not match error should be
displayed.
