[Koha-translate] Request new language: Thai

We are ready to start translating Koha into Thai.

Questions:

1. Is this interface the way?

2. Does it work? (We noticed that "contrubtors" is broken:  
http://translate.koha.org/hallfame.php?lg=en)

3. Can someone add Thai for us or tell us how and where to get started?
