No, that's not correct. flick-1.x supports L4 stubs, although pretty
awkward (a.k.a. slow) ones. I don't have the URL handy right now, but
you can find it if you get SC/OS's installation/compile instructions.
Their page contains a link to a L4-enhanced flick-1.x. flick-2.x as
released doesn't support L4 stubs. I don't know why.
