An example of a configuration that might be useful is to use a
threshold for background jobs, saying that if memory prices increases
above a certain level, those jobs should be swapped out completely.
Or if memory gets really scarce, you'd probably want to spend all
resources you have on buying memory for your window managed and the
process that has input focus, and swap out all the rest, if needed.
