[libann-users] Libann 1.4 Released

I am pleased to announce the release of Libann version 1.4
New features in this release include:

* Better ANSI compliance ( especially with regard to namespaces).
* A Boltzmann machine implementation.
* A Hopfield network implementation.
* A start at adding Doxygen mark up to the source code.


Note that version 1.3 was not released due to problems building on
some compilers.
